Dr. Pete Rumford

His Story
Pete Rumford graduated from Westmont College with his B.S. in Kinesiology in 2006 and earned the degree of Doctor of Physical Therapy from the University of California San Francisco in 2011. He began practicing in Palo Alto, California as a resident in an American Physical Therapy Association (APTA) credentialed Residency program in Functional Manual Therapy. This residency program prepared him to test for his Certification in Functional Manual Therapy (CFMT), which he passed with Distinction (>94% cumulative score) in August 2012. Following certification Pete spent one year with the Institute of Physical Art (IPA) Residency Program, VARDAN, in Mumbai, India and New Delhi, India. During this time he served as clinic director and mentor to the Physiotherapists studying Functional Manual Therapy in India. After moving back Stateside, Pete joined the team at IPA Manhattan in New York, NY, where he practiced for three years and earned his Fellowship in Functional Manual Therapy (APTA/American Academy of Orthopaedic Manual Physical Therapists (AAOMPT) credentialed Fellowship). In June 2017 Pete received the designation of Orthopedic Clinical Specialist (OCS) through the APTA. In September 2017 Pete partnered with Ryan Johnson to open IPA Physio Orange County in Irvine, CA.
Pete has been a faculty member with the IPA since 2012, teaching multiple courses for the Institute. He is a primary instructor for ‘CoreFirst Strategies’, ‘Functional Mobilization Lower Extremity’ and ‘Dynamic Foot and Ankle’, and is an associate faculty for ‘Functional Mobilization 1’.
In addition to being an active member of APTA and AAOMPT, Pete is also a Certified Strength and Conditioning Specialist (CSCS) through the National Strength and Conditioning Association (NSCA). His passion for holistic health and well-being extends to the realms of Strength and Conditioning/Fitness, Nutrition, Psychology, and Spirituality.

Dr. Spencer Lee

His Story
Spencer Lee studied Kinesiology with an emphasis in Pre-Physical Therapy at Biola University and then earned his Doctorate in Physical Therapy from California State University, Fresno. He started his career by working in an outpatient orthopedic clinic in Fresno, before transitioning to Kaiser Permanente Vallejo Medical Center in October 2017. At Kaiser Vallejo, Spencer completed an intensive PNF residency while working with patients recovering from stroke, traumatic brain injury, and spinal cord injury. He then relocated across the country to New York City to join an orthopedic/sports-focused clinic as part of the IPA / Functional Manual Therapy skills enhancing residency program. In August 2021, Spencer passed his Certification in Functional Manual Therapy (CFMT) through the Institute of Physical Art (IPA), and is currently training in the Functional Manual Therapy Fellowship Program offered through IPA Physio Orange County. His practice is centered around injury/disease prevention, optimizing lifestyle factors, and promoting a mindset of thriving throughout one’s lifespan.

Her Story
Kat Wong graduated from Westmont College, Santa Barbara with her B.S. in Kinesiology with an emphasis in Pre-Physical Therapy. She then earned her Doctorate in Physical Therapy from Campbell University, North Carolina. Kat started her career working at one of Inova’s outpatient orthopedic and sports medicine clinics in Fairfax, Virginia. There she treated a diverse patient population including high level and professional athletes, post-surgical, pediatric, general orthopedic, post-stroke, and pelvic health. She is passionate about human movement and its capacity for efficiency and optimal function. Her treatment philosophy involves a holistic approach encompassing lifestyle and nutrition to create an environment for the body to heal. She strives to work with her patients in a collaborative manner to help them meet their movement goals.
In August 2022, Kat passed her Certification in Functional Manual Therapy (CFMT) through the Institute of Physical Art (IPA) with Honors (>90% cumulative average) and is currently training in the Functional Manual Therapy Fellowship Program offered through IPA Physio Orange County. She also specializes in pelvic health rehabilitation and has taken numerous coursework through the Herman & Wallace Institute. She combines her pelvic health knowledge with the Functional Manual Therapy approach to assess and treat her patients head to toe to address the driver of pelvic floor dysfunction.

Her Story
Jessica Workman received her B.S in Physiology and Neuroscience at the University of California, San Diego in 2009. She then went on to earn her Doctorate in Physical Therapy from University of St. Augustine for Health Sciences, San Marcos in 2012. She started her career in an outpatient orthopedic clinical residency program in Thousand Oaks. In March 2014, she moved to a mixed outpatient ortho/neuro practice specializing in vestibular disorders. Jessica has been treating patients with complex neurological and vestibular diagnoses as well as chronic orthopedic conditions while studying and practicing Functional Manual Therapy techniques and philosophies.
In August 2021, she passed her Certification in Functional Manual Therapy (CFMT) through the Institute of Physical Art (IPA) with Honors (>90% cumulative average), and is currently training in the Functional Manual Therapy Fellowship Program offered through IPA Physio Orange County. Her philosophy is centered around evaluation of the whole person; working as a team with her patients to ensure they return to the activities which bring them joy.

His Story
Kevin Hartsough studied Kinesiology with an emphasis in Pre-Physical Therapy at Whittier College and then earned his Doctorate in Physical Therapy from Mount Saint Mary’s University in Los Angeles. He started his career working in three outpatient orthopedic clinics in Long Beach, Newport Beach and Irvine and a home health company in the OC area. There he treated a diverse population ranging from high school and college athletes, post-surgical, general orthopedic, post-stroke and Parkinson’s. His treatment philosophy involves a whole body approach to help create an environment for healing. He is passionate about optimizing human movement to promote a lifestyle for his clients to pursue their goals and desires.
Kevin will be sitting for his Certification in Functional Manual Therapy (CFMT) through the Institute of Physical Art (IPA) in August 2023 and will be transitioning to the Functional Manual Therapy Fellowship Program offered through IPA Physio Orange County. His practice is centered around injury/disease prevention, optimizing lifestyle factors, and promoting a mindset of thriving throughout one’s lifespan.

Her Story
Micaela grew up in Ontario, CA and just recently moved to Orange County. She has had a very active lifestyle since she was young. She danced competitively, played high school and club volleyball. She earned her Associates in Communications at Mt. SAC, and her Bachelors in Sociology at UCR. While she was in college she enjoyed public speaking so much she joined the debate team. Since then she has worked in education assisting high school students achieve their academic goals.
Micaela has years of customer service experience and finds it rewarding to assist others, meet their needs, and exceed their expectations. She is happy to be a part of the IPA Physio team!

Her Story
Michelle has lived in Orange County, CA for almost nine years. She comes to us from the UK where she has had a career in ecology, conservation and service based industries. Michelle worked on an award winning project to conserve rare meadows in Northern England. She also gained recognition for her volunteer work with bats. Michelle’s work has always had a strong focus on public engagement and education.
Michelle’s interests extend beyond the natural world. Having cared for family members and members of her community with chronic conditions, she is committed to offering our patients the care and attention they deserve. Michelle is looking forward to being your patient advocate!
